Fred Thomas III, MPA
Fred Thomas III serves as the Deputy Director for Management, Operations, Communications, and Policy at CDC’s National Center for Injury Prevention and Control (NCIPC). He leads the center’s strategic efforts in fiscal management, personnel management, internal and external communications, and administrative and budget policy.
Fred brings nearly two decades of experience in federal public service, having held progressive leadership roles across multiple federal agencies. He began his CDC tenure in 2016 as the Deputy Director for the Client Services Office within the Office of Human Resources, where he led core human capital functions for the agency, including staffing and recruitment, classification, and pay administration. Notably, he spearheaded the implementation of the Partnering to Win (P2W) initiative, shifting from traditional KSA hiring to a competency-based recruitment program.
In 2018, Fred transitioned to CDC’s Office of Financial Resources as the Deputy Management Officer, managing strategic planning, workforce development, and administrative services. In 2021, he joined NCIPC as the Center’s Management Officer (MO), where he directed budgeting, extramural funding, personnel management, and overall operational support.
Before joining the CDC, Fred held management roles at the U.S. General Services Administration, the Environmental Protection Agency, and the Department of the Interior, contributing to cross-agency operational improvements and initiatives.
He holds a Bachelor of Arts degree in philosophy from Bethune-Cookman University and a Master of Public Administration degree from the University of North Carolina at Chapel Hill. He also holds an Executive Certificate in Public Leadership from Harvard University Kennedy School of Government. In his spare time, Fred enjoys spending time with his wife and daughter, serving his community, and mentoring youth.
